UKVI RAG requirements and compliance rules

To remain in Green band, a UK licensed student sponsor must meet all three UKVI RAG thresholds simultaneously. Requirements are automatic — there is no appeal-based action plan as under the old BCA model.

Green band requirements

All three must be satisfied at once:

  • Visa refusal rate below 4%
  • Enrolment rate above 96%
  • Completion rate above 92%

Amber and Red triggers

Missing any single Green threshold moves a sponsor to Amber or Red depending on severity. Amber sponsors may have all CAS issuance frozen. Red sponsors face minimum 10% CAS cuts.
